According to group delegates, OPEC and other large oil producers are likely to decide to maintain production at their Sunday meeting at a constant level amid growing concern about the resumption of restrictions related to Covid, in China and continued uncertainty about Russia's ability to produce oil.
The organization of oil exporting countries, consisting of 13 members, and a separate group of producers led by Russia ( jointly called OPEC + ) are inclined to approve the same production levels that were agreed in October, when they gave the green light to reduce production by 2 million barrels per day. — delegates said. According to delegates, it was planned to hold a Sunday meeting in person at OPEC headquarters in Vienna, but now it will be held remotely to avoid negative media attention.
This step represents a shift in OPEC's internal discussions and was taken after Saudi Arabian Energy Minister Prince Abdel Aziz bin Salman hastened to strengthen unity in OPEC after, as some members demanded an increase in production to 500,000 barrels per day earlier this month, delegates said. According to delegates, several OPEC producers, including Iraq and the United Arab Emirates, made statements in support of the current mining plan after they heard Prince Abdulaziz.
The UAE and Iraq insisted on revising their production limit agreed with OPEC after they invested heavily in new capacities that allow them to pump much more. The European Union plans to almost completely ban Russian oil on December 5, the day after the OPEC meeting, amid some efforts to establish an upper price limit on Russian oil. Russian Deputy Prime Minister Alexander Novak said on Tuesday that these efforts could lead to a drop in Russian oil exports.
However, OPEC members are likely to keep production at the same level on Sunday instead of increasing it, as there are widespread restrictions, introduced throughout China to contain the largest Covid-19 outbreak in the country, threaten to overshadow the prospects for global economic growth. OPEC delegates said the continued threat of Covid helped shift the discussion from the issue of increasing production.
Prince Abdulaziz denied media reports, including The Wall Street Journal, that an increase in production was being discussed, and raised the question of the possibility of another reduction. Delegates said that a reduction of 500,000 barrels per day is currently under discussion, but they consider this unlikely.
The October decision of OPEC + to reduce production angered the White House and the Democrats in Congress, who said that it undermines global efforts to end the conflict in Ukraine, and regarded it as a political slap in the face of President Biden in the run-up to the midterm elections.
OPEC delegates stated that they were also concerned that any change in course could cause further volatility in the oil markets. Oil prices fell 5% on November 21 after WSJ announced that their increase was discussed.
According to delegates, Prince Abdulaziz conducted an active campaign to keep members from raising production at the meeting this week. Earlier this month, Iraqi Prime Minister Mohammed al-Sudani said his country, which is the second largest producer of crude oil in OPEC, will discuss the new quota with other members at its next meeting. According to delegates, immediately afterwards, the Saudi Minister of Energy called the official in the Iraqi government to remind Baghdad that he was bound by the OPEC agreement.
