Normandy Four Declaration text
MOSCOW. Feb 12 (Interfax) - The declaration of the Russian, Ukrainian and French presidents and the German chancellor in support of the Complex of Measures on the implementation of the Minsk agreements adopted on February 12, 2015 has been published on the Russian presidential website.
Here is the text of the Declaration:
"President of Russia Vladimir Putin, President of Ukraine Petro Poroshenko, President of France Francois Hollande and Chancellor of Germany Angela Merkel confirm the full respect of the sovereignty and territorial integrity of Ukraine. They are strongly convinced that a peaceful settlement is the sole option. They are fully ready to take any possible measure both separately and jointly in pursuing these goals.
In this context the leaders approve the Package of Measures on the Implementation of the Minsk Agreements adopted and signed in Minsk on February 12, 2015 by all parties that signed the Minsk Protocol dated September 5, 2014 and the Minsk Memorandum dated September 19, 2014. The leaders will contribute to this process and use their influence over relevant parties in order to assist the fulfillment of this Package of Measures.
Germany and France will give technical support for the restoration of a segment of the banking system in the regions affected by the conflict through the creation of an international mechanism of assisting the payment of social benefits.
The leaders are convinced that the strengthening of cooperation between the European Union, Ukraine and Russia will assist the resolution of this crisis. In order to achieve these goals, they support continuing the trilateral negotiations between the European Union, Ukraine and Russia on energy issues in order to make steps in the development of the 'winter gas package'.
They also support the trilateral negotiations between the European Union, Ukraine and Russia in order to develop a practical solution to the issues that deeply worry Russia, concerning the implementation of the Ukraine-European Union Association Agreement.
The leaders are still committed to the idea of creating a common humanitarian and economic space from the Atlantic to the Pacific Ocean on the basis of full respect for international law and the OSCE principles.
The leaders will remain committed to the implementation of the Minsk accords. To achieve this goal they agreed to create a control mechanism in the Normandy format that will organize regular meetings as a rule at the level of senior officials from foreign ministries.

Se quest'accordo si dimostrerà essere solido e duraturo, visto il livello dei partecipanti in prima linea e l'impegno notturno senza pause che dimostra come la situazione fosse, e sia ancora, serissima, non posso che fare davvero i complimenti alla Cancelliera che ha preso in mano la situazione.
Abbiamo il Cancelliere europeo...altro che Pesc...
Non sono certo un suo simpatizzante ma stavolta , tanto di cappello.
Un messaggio per tutti...anche per i greci.
E complimenti anche a Putin, per la sua tensione reale che gli ha fatto spezzare la matita.

The people in the Donetsk and Lugansk provinces favored unification with the same massive majorities that the people in Crimea showed. If the provinces had been united with Russia, it would have been the end of the conflict. Neither Ukraine nor Washington is going to attack Russian territory.

Vladimir Putin è riuscito per la seconda volta a salvare Barack Obama dal confronto estremamente pericoloso tra la Russia e l'Occidente a seguito del conflitto tra autorità di Kiev e le Repubbliche separatiste della Novorossiya, ritiene il politologo e giornalista americano Eric Margolis.
La prima volta che grazie agli sforzi del presidente russo si è riusciti ad evitare un conflitto su larga scala tra Mosca e l'Occidente è stata durante la crisi siriana.
"Il premio Nobel per la Pace Barack Obama e “le sue vestali” (consulenti strategici) hanno quasi trascinato gli Stati Uniti nella guerra in Siria, che avrebbe potuto provocare un confronto diretto con la Russia, sostenitrice del governo di Damasco. Dopodichè è arrivato inaspettatamente il portatore di pace Vladimir Putin, che ha presentato a Washington isolatasi in un angolo, il piano per una soluzione diplomatica della crisi,"- rileva Margolis.
Secondo il politologo, la situazione si è ripetuta di nuovo, questa volta in Ucraina: grazie agli accordi di Minsk, Mosca è riuscita ad evitare un probabile scontro tra le due potenze nucleari, sebbene il piano sconsiderato degli USA di armare l'Ucraina e di inviare personale militare rischi di vanificare gli sforzi di pacificazione, così come i movimenti dell'ultranazionalismo ucraino nel governo di Kiev, sostenuto dagli americani, che non riconoscono e non accettano "il piano di Putin".
