Fitch Rates Telecom Argentina Senior Unsecured Notes 'B+'

Fitch Ratings-Chicago-10 July 2019: Fitch Ratings has assigned a 'B+'/'RR3' rating to Telecom Argentina S.A.'s USD senior unsecured notes. Fitch expects that the proceeds from the issuance will primarily refinance existing debt, with the remainder for general corporate purposes. No other rating actions have been taken.

On May 6 2019, Fitch affirmed Telecom Argentina S.A.'s ratings, including the Long-Term Foreign Currency (FC) Issuer Default Rating (IDR) at 'B' and the Local Currency (LC) IDR at 'BB-', as the company's credit quality remains stable despite macroeconomic stress in Argentina. Telecom Argentina's ratings reflect the company's business position as the leading integrated telecom operator in Argentina. The company benefits from a robust financial profile, underpinned by its operational cash flow generation and relatively conservative capital structure.

Telecom Argentina's 'B' FC IDR is constrained by Argentina's 'B' Country Ceiling, while the 'BB-' LC IDR is two notches above the sovereign, reflecting the company's strong underlying credit profile. The Negative Outlook mirrors the Rating Outlook on the sovereign. Telecom Argentina's senior unsecured notes Recovery Rating of 'RR3' reflects good recovery prospects in the event of default given the company's solid balance sheet and cash flow generation.

Moody's changes Argentina's outlook to negative from stable; affirms B2 ratings

New York, July 12, 2019 -- Moody's Investors Service ("Moody's") has today changed the outlook for the Government of Argentina to negative from stable. Concurrently, Moody's has affirmed the B2 foreign-currency and local-currency long-term issuer and senior unsecured ratings. The senior unsecured ratings for shelf registrations were also affirmed at (P)B2.



At the same time Argentina's short-term rating was affirmed at Not Prime (NP). The senior unsecured ratings for unrestructured debt were affirmed at Ca and the unrestructured senior unsecured shelf affirmed at (P)Ca.



Moody's decision to change the outlook to negative for Argentina's B2 ratings reflects:



1. Increased uncertainty regarding the continued implementation of policies that, by addressing Argentina's fundamental imbalances, restore reliable access to international capital markets and contain the risk of further damaging currency shocks.

2. And, relatedly, the rising risk that policy uncertainty itself leads to a material, sustained shift in sentiment that increases financing pressures and erodes buffers.



The B2 rating affirmation reflects Moody's central expectation that Argentina's core credit metrics will not worsen materially still further over the coming period. The rating level balances a rising debt burden and a history of economic volatility with comparatively high economic development and support from the International Monetary Fund (IMF).



Argentina's long-term foreign-currency bond ceiling remains unchanged at B1 and the foreign-currency deposit ceiling unchanged at B3. The local-currency country ceilings for bonds and bank deposits remain unchanged at Ba2. The short-term foreign-currency bank deposit ceiling and the short-term foreign-currency bond ceiling remain unchanged at Not Prime (NP).

World Bank approves $500 million loan to boost Argentina economy


BUENOS AIRES, July 11 (Reuters) - The World Bank said on Thursday it approved a $500 million loan to Argentina, the second disbursement of a billion-dollar financing package it announced last year, the latest foreign cash injection for the country’s flailing economy.

The aim of the financing package, approved in November 2018, is to help Argentina cover budget needs and contribute funds to a social program for children living in poverty, the bank said in a statement.

Argentina, Latin America’s third-largest economy, is struggling with economic turmoil that saw the peso currency tumble against the dollar and annual inflation climb above 50%.

The new loan has a grace period of seven years and is repayable over 32 years.

Business news: Argentina, avanzo primario di 700 milioni di dollari nel primo semestre

Buenos Aires, 14 lug 22:00 - (Agenzia Nova) - Il governo argentino ha rispettato nel primo semestre l'obiettivo di riduzione del disavanzo fiscale che si era proposto ad inizio anno e ha annunciato un avanzo primario di 30 miliardi di pesos, equivalente a circa 700 milioni di dollari. "Ci siamo riusciti riducendo la spesa primaria di 5,3 punti rispetto al Pil e la pressione fiscale di 2 punti del Pil" ha dichiarato oggi il ministro delle Finanze, Nicolas Dujovne, in una conferenza stampa. Il risultato finanziario complessivo, tenendo conto degli interessi del debito, attorno ai 7,3 miliardi di dollari, risulta invece in un passivo di circa 6,6 ,miliardi di dollari. "L'ammontare degli interessi si ridurrà nel secondo semestre", ha sottolineato su questo punto Dujovne, che ha anche ricordato che era dal 2011 che l'Argentina non registrava un semestre completo di avanzo fiscale. Il ministro delle Finanze ha quindi affermato che il governo si sente "comodo" con l'attuale programma economico centrato sulla riduzione della spesa e ha ribadito che quello intrapreso "è il cammino corretto". Buenos Aires, 16 lug 15:11 - (Agenzia Nova) - Il Fondo monetario internazionale (Hrw) ha corretto al ribasso le previsioni di crescita dell'Argentina per il 2020 portandole dal +2,2 per cento al +1,1 per cento, mentre prevede per quest'anno un calo di 1,3 punti percentuali rispetto al -1,2 della precedente stima. E' quanto risulta dal documento elaborato dallo staff tecnico dell'organismo al margine della quarta revisione dell'accordo di assistenza finanziaria di tipo Stand By (Sba), al termine della quale è stato deliberato un ulteriore esborso di 5,4 miliardi di dollari. Le stime sulla crescita non sono le uniche a subire un peggioramento rispetto all'ultimo report; anche l'inflazione prevista per quest'anno subisce un netto rialzo dal 30 al 40 per cento. Nel complesso si sottolineano gli elevati rischi legati alla solvibilità del debito e ad una situazione finanziaria ancora considerevolmente esposta alla volatilità internazionale e all'incertezza legata al risultato delle elezioni presidenziali di ottobre.
