I would say no ... Gestures certainly play a huge role in communication, but they aren't a part of a language, like how the phonology or syntax are a part of a language - you can use a spoken language just fine with zero hand gestures (eg if you were paralyzed from your neck down). Compare that to trying to use a language without syntax, which would obviously not work. Gestures are associated with cultures, which are in turn associated with languages. If a person is familiar with US culture, they will understand the OK sign one way, and if a person is familiar with Brazilian culture, they will understand it a very different way - speaking English or Portuguese is not a requirement for snaptube vidmate understanding or using the gesture in either culture.
